To which standard is the U value determined?

The U value for glass is determined in accordance with BS EN 673: Glass in building - Determination of thermal transmittance (U value) - Calculation method. It covers the U value of the central area of glass (centre pane U value) and excludes any edge effects associated with the spacer or frame into which the glass may be installed.
